Marshall Plan in practice

General Marshall holds guns, and harnesses labelled ‘for the French’ and ‘for the Germans’. This cartoon is anti-American. It depicts Marshall as a war-mongerer. The message of the cartoon is that the United States is using the Marshall Plan to militarise countries in Western Europe.
