You tell the German people that the Reichstag Fire is a Communist plot and to protect Germany, civil liberties of German citizens will have to be suspended until further notice. These liberties include:

• Freedom of (opinion) expression
• Freedom of the press
• Freedom to organize and assemble
• Privacy of postal, telegraphic and telephonic communications. 

The decree also allows for house searches, confiscations as well as restrictions on property.
